Institutions in sociology are a system of norms to achieve certain goals deemed important by the community. The system includes a notion of norms, rules, ordinances activities, and the provision of sanctions (reward system). System norms are the result of a gradual process into an organized system. That is, the system that has proven its credibility, believed to be a means of achieving certain goals, (Idianto, 2004).
Although it has not been agreed, but it can be believed that the institution is like a form of social organs in the human body are living in the community. The word "institutional" (Koentjaraningrat, 1997) refers to something that is steady (established) live (constitued) in society. An institution is a consolidation behavior (ways) that live in a group of people. He is something stable, steady, and patterned; functions for specific purposes in the community; found in traditional and modern social system, or may take the form of traditional and modern; and serves to streamline social life.
Each institution has a specific purpose, and the people involved in it have certain behavior patterns as well as the values and norms that have been agreed upon that are typical. Institutions are social groups that run the society. Each institution is built for a specific function. Because we know that institutional education, institutional-institutional economics, religion, and others. The world always contains institutional-institutional, and all men must fall into one or more institutional. In the field of rural development and agriculture, institutional generally only be narrowed down mainly institutional farmer groups, cooperatives, Subak, farmers participating in the program group, and a group of craftsmen.

However, understanding of coastal communities in the village Donggala Labuan Bajo, has not seen the maximum it is seen from the existence and purpose of fish landing bases Donggala itself.
To improve understanding of fishermen and other users in the use of fish landing bases Donggala can be done several ways as follows:
1. Establish partnerships with the leaders and owners of the vessel in terms of the provision of materials and fishing equipment for fishermen and fishing supplies. So that every fisherman or captain will always tighten the ship in the hope fish landing bases guarantee fulfillment of supplies.
2. Improved service concession port services, such as the ice factory, workshop, and mess and on fishermen and water supply.
3. Doing guidance to fishermen as fish landing bases users and socialize Law. 45 paragraph 4 of Article 41 that explains that every person who owns and / or operates fishing vessels and / or fish carrier vessel that does not do the loading and unloading of fish catches in the fishing port or ports specified other designated administrative sanction in the form of warnings, license suspension , or revocation of license.
Samsinar (2005) explains that the views of institutional goals achieved or not very easily seen from the development community to be one of the group of institutions, for example, whether the public or the individual understand and solve the problem of finding the best solution if viding the same as the previous state of the same just do not bring any existing institutions, to the need for correction and assessment of each individual group.
